 | Rico Rodriguez Rico Rodriguez returns as our favourite protagonist, who has been sent in to overthrow the evil dictator Baby Panay and confront his former boss, Tom Sheldon. His mission is simple, to cause as much Chaos as possible and bring down Baby Panay. |
 | Maria Kane Little is known about Maria Kane, but what we do know is that she works for the agency alongside Rico, and will helping Rico in his path of causing absolute Chaos. |
 | Tom Sheldon This is the only photograph we have of Tom since his disappearance. Little is known about why he disappeared but it is believed he is now a rogue agent hiding somewhere in Panau. Tom was once Rico's friend and mentor, but Rico has now been sent to confront him. |
